Use only after the installer reports that it found an incompatible empty users table and only the installer-created Odoo settings row. It removes the failed bootstrap tables and installs a clean schema. The installer blocks this recovery whenever any customer, invoice, payment, stock, ledger, supplier, service, or user data exists.
Use blank only when installed directly inside public_html.
